Like most insects bedbugs breed quickly and build up resistance to pesticides. It is possible that the bedbugs you are dealing with are already resistant to the active ingredient(s) in your bomb. But even if they are not they are resilient and also often protected by there choice of location, in seams or in mattresses, etc. So if you do manage to kill some it is likely you will give the others just enough to help them to develop effective resistance.
